Factory Establishment Licenses in Bangladesh
All factories and businesses in Bangladesh are required to register with the government in accordance with the requirements of the Factories Act and Rules. All factories in Bangladesh must have a factory establishment license, which is a legal requirement.
The District Office of the Department of Inspection for factories and Establishments (DIFE) is responsible for a factory’s construction, establishment or expansion, obtaining license or renewing it. It is an independent government agency in charge of inspecting Bangladeshi industries and other facilities for health and safety. Additionally, it offers factories education and training on worker health and Bangladeshi labor law enforcement.
The Government has introduced an online application service for obtaining the license of the establishment. The Labor Inspection Management Application (LIMA) is a portal of the Department of Inspection of Factories and Establishments which makes the application process much easier.
Documents Required:
1.Construction design of the factory
2.Photocopy of the Trade License
3.Duly filled in Form 1 and Form 2
4.Memorandum of Association (Limited Company only)
5.Original copy of license fee or renewal fee or Treasury Challan
6.Receipt of License and Renewal Fee payment according to the number of workers.
Process:
The Steps for Obtaining Factory Establishment License (online) is mentioned below:
1.Visit the Labour Inspection Management Application Website “https://lima.dife.gov.bd/”
2.From the Top Menu, proceed with “Forms” and then select Form “76” (approving the Factory Lay-out Plan) and Form 77” (License Application)
3.Create a User ID and Password
4.Then Auto Login/Login to Lima Portal by providing the new User ID and Password
5.Fill up the application form by proving the necessary information’s.
6.Attach the required attachments
7.Save draft or finalize the application
8.Submit the Application
9.The application is then reviewed by DIFE Licensing Authority
10.Depending on the type of industry the application is then sent to DIG (Deputy inspector general of police) /IG (inspector general of police)
11.DIG/IG will review the application and provide comments
12.If necessary, factory/Establishment shall be inspected and give assessment report on inspection
13.After all the assessment and verification if the Licensing Authority/DIG is satisfied then factory license shall be provided
14.Obtain the Factory License
